Biography - Vladimir Kavaric, PhD

Born in 1973 in Podgorica, where completed the elementary and secondary school. He enrolled at the Faculty of Economics of the University of Montenegro in 1993. He graduated in 1998 with the thesis: “Credibility, reforms and economic policy of Montenegro within Yugoslavia”. The average grade during the studies was 8.14, while the graduation grade was 10. He graduated the post-graduate studies “Entrepreneurial Economy” with the average grade of 9.75. He obtained master degree in 2005 with the thesis: “Institutions, rules and economic freedoms”. Doctor dissertation on the theme: “Institutions and development- economic freedom in Montenegro” defended in November 2009.
Immediately before graduation he worked as the business consultant and the manager of the investment sector in the Center for Entrepreneurship and Economic Development (1999- 2001). Afterwards, he was the Program Director, Center for Applicative Researches and Analysis (2001- 2004). In April 2004, the Government of RoM elected him as the Secretary of the Ministry of Finance of RoM. He worked on this position until 2007, when was elected by the Parliament of Montenegro for the President of the Council, Insurance Supervision Agency. In December 2010, he was elected for the Minister of Economy in the Government of Montenegro.
He is the president of the Basketball Club “Mornar” and a member of the presidency of the Basketball Federation of Montenegro. He was a member of the management in DOO Agrotransport and AD Marina. Performed the position of the chairman of the Board in CDA (2006- 2007), member of the Council of Statistical System in Montenegro, as well as member of the Steering Committee of the Tennis Federation of Montenegro.
He is the lecturer at UDG at the Faculty of International Economy, Finances and Business, for the course of Constitutional Economics, as well as at the post-graduate studies at the same faculty, the course Economic Sociology. He was performing these positions during the academic year 2008/ 2009, as well as academic year 2009/ 2010. During the spring semester of the academic year 2008/ 2009, he was a lecturer for the course Market Processes at the Faculty of International Economy, Finances and Business. In previous period he was a visiting professor at the Faculty of Economics at the University of Montenegro for the course on Economic Statistics, as well as at the Department for Entrepreneurship and Business. He held a lecture at the Liberales Institute in Zurich, Switzerland, on the topic: “Old and New Montenegro- Genesis and Perspectives“.
He is the author of many professional papers in domestic and foreign publications. He participated in many professional conferences and study trips in the country and abroad in relation to the institutional framework (laws, regulations, etc…), macroeconomic policy, entrepreneurship and economic development. He led and participated in the development of a number of legal solutions, projects, by-laws within the competences of the Ministry of Finance and the Insurance Supervision Agency. Moreover, he has developed, coordinated and participated in the development of a number of projects in the field of macroeconomic analysis, institutional framework and entrepreneurship.
He is married and father of two children.
